Stephanie Roper was a college senior at Frostburg State University, home for a weekend visit with her family. Stephanie just left her friend’s home when her car became disabled. Two men came upon Stephanie and kidnapped her, and over a five-hour period, brutally raped, tortured, and murdered her.
The Ropers were excluded from observing the trial of the two defendants charged with their daughter Stephanie's murder and were denied the right to present a victim impact statement at sentencing. Out of frustration, the couple formed the Stephanie Roper Foundation (now the MCVRC) and began lobbying for rights and support services for crime victims and their families.
MCVRC provide services to support any and all cases ranging from violent and non-violent crimes. Our goal is to ensure that victims of crime receive justice and are treated with dignity and compassion through comprehensive victims' rights and services to residents of Maryland.
